Pam Kirby served as Executive Director of the Arizona Republican Party during the 2022 election cycle. As Executive Director, she was responsible for overseeing party operations, approving expenditures, and implementing the party’s strategy and priorities.
The 2022 financial record reflects the decisions made under her leadership.

According to a CPA audit and subsequent reporting, only about 6% of the roughly $6 million raised by the AZGOP in 2022 was spent on voter contact, including mail, canvassing, and voter outreach.
In a high-stakes election year, voter contact was not prioritized.

$406,231.99 on an election-night party at an upscale Scottsdale resort

Over 51% of all money raised was consumed by fundraising expenses

During her 2023 campaign for AZGOP Treasurer, Pam Kirby publicly stated that audits for prior cycles — including 2022 — had been initiated and paid for while she was Executive Director.
The Reality?
After the Treasurer race concluded, the accounting firm referenced by Kirby confirmed in writing that:
No work had been performed
No audit had been billed
No 2022 audit had been initiated while she was Executive Director
This documentation directly contradicted her public statements.

Reporting summarizing the audit described the spending as reflecting:
“Gross incompetence and mismanagement and a lack of political knowledge on how to deploy resources properly.”
That characterization came from a review of the financial records themselves.

They rejected Pam Kirby overwhelmingly.
In 2023, Pam Kirby ran for AZGOP Treasurer and lost by an 85%–15% margin. It was one of the largest defeats in party leadership elections.
State Committeemen declined to place her in control of party finances after reviewing the record from 2022.

That’s another lie. The truth is, over 90% of all donations came from small donors. There were no six-figure donors who would demand to have a party.

It is a well known fact that Kelli Ward and Pam are close friends. They rode together on the election bus, they collaborated, and most importantly PAM - not Kelli was handling all of the day to day operations. So while Kelli definitely had ultimate responsibility - it is Pam Kirby who has the blame. In December of 2025, Kelli even ENDORSED Pam (Click for Proof!)

We are a group of very concerned state committee men and women who know how awful Pam Kirby was. We don’t care who wins the 2026 AZGOP chair election - we just don’t want Pam Kirby to destroy the AZGOP and cause Katie Hobbs to get re-elected and the Democrats to win the legislature!!!
