Before she ever touched AZGOP leadership, Pam Kirby served on the Scottsdale Unified School District governing board. That tenure was marked by dysfunction, internal warfare, and scandal. According to reporting at the time, she was widely believed to be the board member who set the stage for years of corruption.
Under her watch, the district descended into chaos:
Leadership collapsed
Executives were forced out
The district became engulfed in accusations of nepotism and cronyism
The CFO was later charged with 11 felony counts
The Attorney General sued the district over illegally awarded contracts
Pam Kirby didn’t fix any of it.
She walked away.

Pam Kirby was hired as Executive Director of the Arizona Republican Party after making a $25,000 donation to the party. She was paid Thousands in salary annually and ran the AZGOP during the 2022 election cycle.
That cycle was one of the worst in modern AZGOP history.
Grassroots Republicans felt it immediately:
Money vanished
Voters were ignored
Campaigns were left hanging
Trust inside the party evaporated
And the reason became painfully clear…
While Democrats were contacting voters, Pam Kirby was planning parties.

What she doesn’t want to talk about is what that experience actually produced — especially with donor money.
Under her watch, hundreds of thousands of dollars were torched on pointless expenses while crucial voter contact was ignored. According to the 2022 AZGOP audit:
$406,231.99 on an election-night party at a swanky Scottsdale resort — when the results weren’t even known yet and voters weren’t being reached
$66,950.50 on an “election bus” that added zero measurable value
OVER $1,000 PAID TO AN ILLEGAL IMMIGRANT FOR MAKEUP SERVICES
$614,681 total in event expenses — nearly 10% of the party’s entire budget
$1,182,399 on payroll — nearly 20% of donations
Over 51% of all funds raised dedicated to fundraising itself
Only about 6% of the roughly $6 million raised in 2022 was spent on voter contact — the thing that actually wins elections.
Warnings were raised. Objections were made.
Pam Kirby ignored them all.
At the very moment Republicans needed discipline, focus, and a serious operation, party money was being blown on celebrations, vanity projects, and insider indulgences:
Makeup, private events, and self-promotion
A bloated payroll for insiders, FRIENDS OF PAm
Travel and fundraising perks that had little to do with winning
Party accounts cratered. Trust evaporated.
This wasn’t bad judgment.
It was reckless entitlement.

In 2023, Pam Kirby decided she deserved a promotion and ran for AZGOP Treasurer.
The State Committee responded with a message that could not have been clearer.
She lost 85% to 15% — a humiliating landslide rejection.
He won because State Committeemen did not trust Pam Kirby anywhere near the party’s money ever again.
Her opponent was a FAILED CONGRESSIONAL CANDIDATE with minimal POLITICAL experience.
